Human concepts like "brain" or "understanding" are relative, and subject to definition. Computer advancement is moving inexorably toward "convergence" with neuroscience, and medical imaging, research. It is certainly reasonable to liken advanced artificial intelligence systems, and proposed artificial general intelligence systems, at the center of embodied or humanoid robotic systems to a "brain". And, as for "understanding", I think the fact of IBM Watson bettering humans in the Jeopardy TV game show demonstrates "the train has left the station"....

In fact, there are quite a few "robotic cats", though most are indeed toys, as a quick search of YouTube for "robotic cat" will show.
It will be much easier to prototype a robotic cat in a virtual environment such as Second Life. In fact, a quick search of the Second Life Marketplace reveals a number of robotic pet cats already available.

The are lots of options available for text to speech (aka speech synthesis) [1]. For example the recent viral video "AI vs. AI: Two chatbots talking to each other" [2] used Acapela Text to Speech [3].
Speech to text (aka speech recognition) [4] is a little more challenging, especially doing it with accuracy. Fortunately, there is now an HTML5 speech input API available, and Google Chrome 11 is the first browser that supports it. There are lots of tutorials all over the Web now about how to use it, such as "How to Add Speech Recognition to your Website" [5]. In fact, I made a demo video while using it "Speaking with chatbot Fake Captain Kirk 1" [6].
IMHO, what is really needed at this point is a universal XMPP instant message IM - Voice bridge, not only for hands-free instant messaging, but also to enable everyone to actually converse with their own AIs.

I'm not familiar with the technology featured in the anime of "Angelic Layer"; however, I do know there is substantial progress in the fields of "consumer brain–computer interfaces", "augmented reality" and "embodied agents". It should soon be possible to represent embodied agents in the form of "dolls" or "angels" in augmented reality (also "mixed reality"). I suspect that the use of brain–computer interfaces (BCI), in games for instance, will soon follow.
