The metaverse, broadly understood as an evolving network of persistent, immersive, real-time rendered virtual environments in which users interact through digital representations of themselves, remains a concept without a single authoritative definition. Neal Stephenson coined the term in his 1992 novel Snow Crash, imagining a virtual reality successor to the internet structured around a vast three-dimensional urban corridor, but the word has since been claimed and redefined by technologists, standards bodies, and policymakers with competing emphases. Matthew Ball has stressed the persistence, real-time rendering, and continuity of identity, objects, and economic activity across interconnected three-dimensional worlds. The European Commission has described virtual worlds as persistent, immersive environments built on extended reality technologies. Multiple academic journals and institutional bodies have acknowledged that no universal definition exists. What is clear across these formulations is that the metaverse, however it is ultimately bounded, raises foundational questions about how identity is established, how governance is exercised, and how privacy is protected in environments where the boundaries between physical and digital life become increasingly porous.
Few governance topics have been as widely mischaracterized in Western discourse as China’s social credit system. The system’s origins reach back to the late 1990s, when businesswoman Huang Wenyun presented a report on credit management to Premier Zhu Rongji and prompted early action by the People’s Bank of China. The concept was formally announced at the 16th National Congress of the Chinese Communist Party in 2002, and regional trials began in 2009. The milestone most commonly cited as the system’s founding is the State Council’s Planning Outline for the Construction of a Social Credit System, issued in June 2014, which expanded the scope beyond financial credit to encompass government affairs, commercial transactions, social interactions, and judicial credibility. That document, however, represented a planning framework, not the creation of a novel surveillance apparatus, and its language described an institutional ecosystem for regulatory compliance rather than a unified scoring mechanism for individual citizens.
The most persistent myth about the social credit system is the existence of a single national score assigned to every citizen and calibrated by algorithmic analysis of personal behavior. No such score exists. The 2014 Planning Outline does not mention scores at all. The system operates primarily through blacklists and redlists, which are binary enforcement mechanisms triggered by specific legal violations or clean compliance records respectively. Blacklisting results from concrete infractions such as refusal to comply with court orders, and the most consequential mechanism is the Supreme People’s Court’s judgment defaulter list, which restricts individuals who defy court rulings from purchasing airline or high-speed rail tickets, staying in high-end hotels, enrolling children in private schools, or serving as corporate directors. By 2018, would-be air travelers had been blocked from purchasing tickets more than seventeen million times under this mechanism. These restrictions are best understood as a court enforcement tool rather than a feature of a behavioral scoring system. Redlisted entities, by contrast, receive benefits such as expedited administrative processing, reduced inspection frequency, and easier access to government-backed financing. By February 2025, the financing credit service platform had facilitated over 37.3 trillion yuan in financing, including 9.4 trillion yuan in credit loans.
The data aggregated by the system is primarily public credit information created and collected by government agencies in the course of their lawful duties: regulatory compliance records, business licensing data, court judgments, and administrative filings. The National Credit Information Sharing Platform, which by 2025 had collected over 80.7 billion records covering approximately 180 million businesses, is oriented toward corporate and organizational compliance rather than personal surveillance. Individuals are mainly affected in their capacity as business operators or as court judgment defaulters, not through monitoring of their private lives. The frequently cited Sesame Credit program operated by Alibaba’s Ant Financial is a private commercial loyalty program, not a component of the government system, and the People’s Bank of China denied Ant Financial a personal credit investigation license. By 2019, Chinese central authorities had explicitly clarified that scores could not be used to penalize citizens, and local scoring pilots in places like Rongcheng were criticized by official media for overreach and largely scaled back to voluntary, rewards-only programs. In March 2025, the CCP Central Committee and State Council issued a twenty-three-point guideline further standardizing the system’s scope and emphasizing lawful data use and privacy protection. A comprehensive Social Credit Law remains under legislative review. The system continues to develop primarily as a corporate compliance framework.
Against this factual backdrop, the narrative that China has proposed extending its social credit system into the metaverse requires careful scrutiny. In July 2023, China Mobile, a state-owned telecommunications company, submitted a proposal for a digital identity system for metaverse users to the second meeting of the International Telecommunication Union’s Focus Group on Metaverse, held in Shanghai. The proposal envisioned linking real-world identities to digital identities in virtual environments based on natural and social characteristics such as occupation. It did not reference social credit by name. The comparison to social credit was drawn by Western commentators, most notably Chris Kremidas-Courtney of Friends of Europe in Brussels, and the framing was subsequently amplified by Politico in August 2023. The ITU focus group is a non-binding consultative body, and there is no evidence that the proposal was adopted as a standard. China’s actual government metaverse policy, the Five-Department Three-Year Action Plan for Metaverse Industry Innovation and Development issued in September 2023, focuses on industrial development and makes no mention of social credit. Its governance provisions address content review, ethics, data security, and personal information protection in standard regulatory language.
The China Mobile proposal did envision authorities identifying and addressing disruptive behavior by metaverse users, but this concept reflects China’s existing internet governance framework rather than a novel extension of social credit into virtual worlds. China has maintained a comprehensive internet real-name registration system since 2015, and the Cybersecurity Law of 2017, the e-Commerce Law of 2018, and successive Cyberspace Administration of China regulations already mandate content moderation and allow law enforcement action for illegal online behavior. In July 2025, China launched a national online identity authentication system providing alphanumeric codes for identity verification across all internet services. Online behavior already carries real-world consequences under Chinese law, and the application of these existing governance mechanisms to virtual environments requires no invocation of social credit.
The question of identity in immersive environments extends well beyond governance frameworks to the technical infrastructure of avatar creation and the privacy implications that follow. Apple’s Vision Pro headset, launched on February 2, 2024, introduced Persona as a beta feature, creating a digital representation of the user’s face through a guided capture process in which front-facing depth sensors and cameras record facial geometry, skin tone, and a series of expressions. The machine learning processing occurs entirely on-device in approximately one minute, and Persona data is stored encrypted on-device, requiring Optic ID or a passcode to access. If Optic ID is turned off, the Persona is deleted. With the release of visionOS 26 in September 2025, Persona exited beta with substantially improved visual fidelity, described as offering striking expressivity and sharpness, a full side profile view, and remarkably accurate hair, lashes, and complexion, with over one thousand eyewear variations. While early versions were widely criticized for uncanny valley effects and the current version remains short of photorealism, the system represents the most technically advanced real-time virtual avatar technology available to consumers.
Avatar systems of this sophistication introduce a dual relationship with privacy that resists simple characterization. Avatars provide a degree of pseudonymity by preventing the direct exposure of a user’s real identity and biometric data during virtual interactions, which can reduce certain forms of phishing exposure. At the same time, realistic avatar technologies and deepfakes have materially increased identity theft risks. The U.S. Department of Homeland Security has published reports warning that deepfake technology can create avatars appearing to be much younger in order to target children and can enable identity fraud at scale. A 2024 survey by Regula Forensics found that forty-two percent of businesses worldwide considered identity theft the greatest risk associated with deepfakes, and ninety-two percent of surveyed organizations had experienced identity fraud that year. Nearly half of companies reported encountering both audio and video deepfake attacks in 2024, up from approximately a third in 2022. The same academic literature that documents the psychological benefits of avatar-mediated anonymity, including reduced social evaluation fears, lowered resistance to mental health engagement, and increased psychological safety in virtual environments, also documents its harms. Idealized avatars can damage body satisfaction. The Proteus Effect, whereby user behavior shifts to conform to an avatar’s appearance, can promote antisocial conduct when the avatar is designed with villainous characteristics. The relationship between avatars and wellbeing is a trade-off, not a simple positive.
Decentralized identity technologies offer one pathway toward resolving some of these tensions. The World Wide Web Consortium published the Decentralized Identifiers specification as an official W3C Recommendation on July 19, 2022, and a version 1.1 Candidate Recommendation Snapshot followed on March 5, 2026, with 103 experimental DID method specifications and 46 implementations. The specification is designed so that decentralized identifiers may be decoupled from centralized registries, identity providers, and certificate authorities, allowing the controller of an identifier to prove control over it without requiring permission from any other party. Within the metaverse, Decentraland uses Ethereum wallet-based identity with cryptographic signature verification, and The Sandbox launched SANDchain on the ZKsync blockchain in September 2025 for creator economy infrastructure. The global decentralized identity market was valued at approximately three billion dollars in 2025 and projected to reach five billion dollars in 2026, growing at a compound annual rate of 70.8 percent. The European Union’s eIDAS 2.0 regulation requires member states to implement certified digital identity wallets by 2026. Nevertheless, most major metaverse platforms have not fully implemented W3C-compliant decentralized identity. Roblox, with 151.5 million daily active users, continues to use traditional centralized identity management. Meta conducted Reality Labs layoffs in early 2026, representing a strategic retreat from its metaverse ambitions.
Zero-knowledge proofs offer a complementary cryptographic tool, enabling one party to prove to another that a specific statement is true without revealing any underlying information. Real-world implementations have accelerated: zkSync Era processed over twenty-seven million transactions monthly in 2025, Google announced plans for zero-knowledge proof integration in age verification in July 2025, and JP Morgan’s Quorum platform uses zero-knowledge proofs for private transactions on a modified Ethereum network. The zero-knowledge KYC market was valued at 83.6 million dollars in 2025 and projected to reach 903.5 million dollars by 2032. These technologies are necessary but not sufficient for metaverse privacy. The Electronic Frontier Foundation cautioned in July 2025 that zero-knowledge proofs do not mitigate verifier abuse, do not limit what verifiers can request, and do not prevent websites from collecting other forms of personally identifiable information such as IP addresses. Adoption remains slow. As of late 2025, zero-knowledge proofs remained a technical niche, unfamiliar to most users and entangled in regulatory uncertainty.
The regulatory landscape for immersive virtual environments is developing unevenly across jurisdictions, and no country has enacted comprehensive metaverse-specific legislation as of April 2026. China has moved furthest in constructing a layered regulatory architecture that, while not metaverse-specific in design, applies directly to the technologies that underpin virtual environments. The Administrative Provisions on Deep Synthesis of Internet Information Services, issued by the Cyberspace Administration of China and two other agencies, took effect on January 10, 2023, covering face generation and replacement, gesture manipulation, text-to-speech conversion, voice synthesis, and three-dimensional reconstruction. By January 2026, fifteen batches of algorithm filings had been published, with over 2,800 algorithms registered. The Interim Measures for the Management of Generative Artificial Intelligence Services, China’s first binding regulation specifically targeting generative AI, took effect on August 15, 2023, imposing content obligations aligned with core socialist values, training data accuracy requirements, and security assessment mandates for services with public opinion attributes. By December 2025, 748 generative AI services had completed filing. The Measures for Labeling of AI-Generated Synthetic Content, promulgated on March 7, 2025, established a dual-track labeling system requiring both human-visible and metadata-embedded markers for all AI-generated text, images, audio, video, and virtual scenes, accompanied by the mandatory national standard GB 45438-2025, with an effective date of September 1, 2025.
Most directly relevant to the metaverse is the draft Administrative Measures for Digital Virtual Human Information Services, released by the Cyberspace Administration of China on April 3, 2026, with a public comment period extending to May 6, 2026. The draft defines a digital virtual human as a virtual digital image in a non-physical world utilizing computer graphics, digital image processing, or artificial intelligence, driven by real humans or computation, simulating human appearance with voice, behavior, interaction capabilities, or personality. Its provisions prohibit creating virtual humans with identifiable traits of specific persons without consent, ban virtual intimate relationships including virtual family members and romantic partners for users under eighteen, prohibit using AI avatars to bypass identity authentication, mandate disclosure labeling, require human oversight in government and judicial services, and impose fines of up to 200,000 yuan for violations harming public health or safety. A companion regulation, the Provisional Measures on Human-like Interactive AI Services targeting AI systems that simulate human personality and emotional interaction, was released in draft form in late December 2025 and prohibits encouraging suicide, self-harm, verbal violence, and emotional manipulation. These two instruments represent the most targeted attempt by any jurisdiction to regulate the specific technologies and social dynamics of virtual beings.
China’s regulatory framework sits alongside a broader suite of foundational laws. The Cybersecurity Law of 2017 established real-name registration requirements and the foundation for subsequent digital governance. The Data Security Law, effective September 1, 2021, introduced classified data protection and cross-border transfer security reviews. The Personal Information Protection Law, effective November 1, 2021, classifies biometrics as sensitive personal information requiring separate consent and imposes fines of up to fifty million yuan or five percent of annual revenue, with extraterritorial scope. The Algorithm Recommendation Provisions of March 2022 created an algorithm registry and filing system. The AI Ethics Review Measures took effect on December 1, 2023. The Regulation on Network Data Security Management became effective on January 1, 2025. A comprehensive AI law is expected to consolidate this layered framework, with the State Council indicating that a draft would be submitted to the National People’s Congress Standing Committee, though the legislation had not been enacted as of April 2026.
The European Union has taken a risk-based approach through the AI Act, published as Regulation 2024/1689 on July 12, 2024, and entering into force on August 1, 2024, with phased implementation extending to August 2027. Prohibited AI practices, including subliminal, manipulative, and deceptive techniques, were banned from February 2, 2025. General-purpose AI model obligations and a penalty regime with fines of up to thirty-five million euros or seven percent of global turnover became active on August 2, 2025. High-risk AI system requirements and transparency rules, including mandates that synthetic media be machine-readably labeled, that deepfake deployers disclose AI generation, and that individuals be informed when they are interacting with AI, are scheduled for August 2, 2026. The Act bans emotion inference AI in workplace and education settings. The EU has not enacted metaverse-specific legislation. Its Virtual Worlds Initiative of July 2023 set a strategy for Web 4.0 but proposed no new laws, and a European Parliament resolution of January 2024 advocated for a regulatory framework without legislative force.
The United States has no comprehensive federal metaverse legislation. The Congressional Research Service produced an analytical report on metaverse concepts and issues for Congress, but no legislation resulted. Federal action has been narrowly targeted: the TAKE IT DOWN Act addresses nonconsensual intimate imagery, and the DEFIANCE Act, which passed the Senate in January 2026 to establish a private right of action for victims of nonconsensual AI-generated intimate imagery, was held at the desk in the House. State legislatures have been more active, with over six hundred AI-related bills introduced in the first quarter of 2026 alone, covering companion chatbots, AI transparency, digital replicas, and AI in mental health. Tennessee’s ELVIS Act of 2024 extended the right of publicity to protect against unauthorized AI use of voice. California’s SB 243, effective October 2025, introduced companion chatbot protections for minors including break reminders and AI disclosure. California’s AB 853, effective August 2026, expands the AI Transparency Act to require provenance data in generated content. Oregon, as of January 2026, requires disclosure when patients interact with non-human healthcare providers. The National Institute of Standards and Technology launched an AI Agent Standards Initiative and published an agentic identity standards concept paper in January 2026. The regulatory picture is one of incremental, fragmented action rather than comprehensive design.
The international governance conversation around metaverse environments centers not on social credit extension but on privacy, data protection, interoperability, accessibility, content moderation, intellectual property, and competition. The European Commission convened a citizens’ panel between February and April 2023 that produced twenty-three recommendations emphasizing free choice, legal frameworks, and democratic values. The World Economic Forum launched a Defining and Building the Metaverse initiative in May 2022, engaging over 150 organizations and proposing governance principles centered on human-first design, child safety, informed consent, interoperability, and multistakeholder collaboration. The G7’s intellectual property offices discussed the application of existing IP laws to digital environments in December 2023. The G20 endorsed a digital public infrastructure framework in 2023. None of these bodies has discussed integrating social credit mechanisms into virtual worlds. Human Rights Watch and Amnesty International have criticized China’s social credit system in general terms but have not published on its extension to the metaverse, because no government has proposed such an extension. The real policy challenge is not the transplantation of an authoritarian governance model into virtual environments but the construction of regulatory frameworks adequate to the novel privacy, identity, and safety challenges that immersive digital worlds present, a task that every jurisdiction is only beginning to undertake.
